I would say that the one who tells the story is Q as a human who finally gets to let out his anger on Jean-Luc, who has perhaps been all arrogant and smug (in Q's opinion, at least) towards him and has lectured him over and over again about "being human and what it means".
It also fits because Q would have no idea how to deal with all these violent human emotions. And it fits because it finally gives Restrained!Jean-Luc the chance to tell Q what he really wants him to do. Hehe. It's a perfect little fic for these two IMO.
