Actually, I *can* see Garak getting to that point. People change, grow, evolve. Look at how Bashir's character changed over the seven years of the show. Sure, Garak's dance of the veils is an appealing part of his character, but I could absolutely see him getting to a point where he drops this affectation.
I think there are aspects to his character which weren't expressed or realized during that segment of his life which was shown on the series.
If he was on Cardassia after the war, he, and the others, endured some incredibly tough times re-building. Think of the worst natural disaster or war imaginable. Think Japan after the atomic bomb. Think post-tsunami, post-hurricane, then multiply it a thousand-fold. Even if one re-settled in an unaffected area, the knowledge that, what, a quarter of the planet has been destroyed, must be devastating. I think living under these conditions changes a person. I can see him no longer having the inclination to waste time playing games.
Now, Garak while still on Deep Space Nine I don't think would ever get to that point. But Garak on a post-Dominion scourge on Cardassia...? That's another story.
