I've been thinking about that actually. Perhaps Garak's motivation for starting this fun could be that Dukat thought it would be funny making advances on the poor doctor, because as a cardassian, I think Dukat might notice Garak's uhm... preference. So maybe Garak might just go: "Fine! You mess with my doctor, I mess with your major!" Would be cool.
Also, somehow I think Bashir would also find the thought of Kira and Garak together fairly horrifying. Perhaps we might spark some jealousy here?
